Rune idea for ranked play

So I just played a ranked game where I had a teammate that had 0 runes with 2 rune pages. Could you guys maybe take this idea into consideration, in order to play ranked games you must A.) Have rune pages fully filled in, B.) Have at least a minimum of 5 rune pages since this game has 5 roles.

I think this would be a good idea it would prevent new players who just hit 30 joining ranked games and just feeding because they're still unskilled.
