You get three. That's it. You're supposed to use them wisely.

You get 3 refunds for the lifetime of your account. They have a Content Refund FAQ on the support site that explains them.

One thing that can help you avoid purchasing skins and regretting it that I can suggest, is to head over to YouTube and search the skin's name. You'll always find a number of videos that showcase them. Also, LOLKING has a model viewer that you can check out as well, it has all the skins and animations for every champion, so cool.
