IP to RP
Has Riot ever thought of this idea for players to change in earned IP for RP? Maybe for every 1000 IP you could trade in and receive 10 RP.

Riot has to get their money somehow. Allowing players to exchange IP for RP just means that Riot will have to suck out money elsewhere, whether that means making all RP items more expensive or raising IP prices to force people to buy RP to buy champions.
It's a nice change for the top 1% of the ladder with too much IP and nothing to do with it but a serious loss for everyone else. There's nothing wrong with the current system of charging RP for purely cosmetic items and the last thing we need is Riot making it harder to players to unlock existing content.
That said, I do agree that there should be more ways for players to spend IP after they've bought all the champions and useful runes.
id say 1000 ip for 1 rp
I always have the problem with having like 21 rp and having nothing to use it on so not interely the same problem but i would still have a RP to IP converter or something like that
