just because you dont want to see him, or other low skilled players happen to run into the stun, doesn't mean the champion is perfectly balanced.
he might be ok in lower tiers, but NOT in plat+ where people actually are capable of working around the whole champion entirely.
let me know when you play him in enough matchups to learn you simply dont have the tools to handle anything that wants or is actively trying to get you. in those situations veigar just keels over with nothing to do but die.
you can put the stun in any position between you and the enemy, run in the total opposite direction, and veigar would still lose 1v1 unless hes so far into his base 15 turret shots manage to kill whats chasing you first.
you keep saying you know how he plays out but you dont even play him or have played with a veigar. i can only conclude you dont want to see him.
countless pros refuse to play him anymore because of the fact that hes nonviable against skilled players.
i will gladly show you the math that veigar needs a gross amount of gold/exp lead to be capable of Q + R one shot on non hp/mr targets, and then he needs a disgusting 2k+ ap to do it to those who have a single hp or mr item. and hes forever out of range by himself with 2 defensive items. roa or rylais and now banshees builders stomp all over veigar.
i have never had an issue with snowballing against veigar because i know what hes looking to do and how to horribly punish him. (pro tip, shove him under his tower and give him 0 farm)
do you know why i sit at -9? because no one ever wants to see veigar in their game ever again in any capacity other than "pog champ". (and people who have never played or seen a veigar have the capacity to downvote)
do you even understand that hes prompted as a passive farmer try getting into the late game, but then his early game Q farming, his own ability, encourages him to double last hit and push the wave forwards
how contradictory that is?

froggen plays veigar. skip to 28mins in.
even with 260bonus ap and 5 kills hes still unable to Q + R an ezreal.
all of his kills were fed to him, he never once started the fight or scored a lucky stun. he casts his stun about 40 times over the course of a 30minute game, and he hits about 4 times. 1 to 10 payout seem good to you?
15 seconds later the ezreal literally turns around, ignores the stun entirely, and 100-0's the veigar in under 1 second, veigars full rotation takes longer than that to cast.
for the final time, veigar is incapable of doing anything on his own, and he needs to be set up by his team to be effective at all.
this current iteration of veigar is terrible and it deserves 4 new abilities.
