I expect him to be a much bigger problem sooner or later, since his kit is still very much outdated, and to be a Cho'Gath 2.0

So is Riot gonna tune down his numbers, or will they pull a Cho'Gath again and do nothing?

Chogath has clear weaknesses. Same with Xin. Alot of botlaners know how to kite so it nullifes chogaths lack of mobility, and even if he pops Righteous, hes still vulnerable to cc. Without flash he has no reliable way to get to an adc. Xin is still the same all in piece of junk he was before, just now people are too lazy to walk in his ult to still damage him, Also he is vulnderable to cc when he ults so you can just ult him and walk away.

The highest win rate he has is in diamond elo and higher. I assume it's because those players understand how to make maximum use of his new ultimate. I've played against and win Xin in gold elo and he seems to be very fair. With my bruiser build I could kill people and people could counter me. I haven't come across anything that would be "broken" about him yet. One thing is for certain, his new W is god tier for clearing jungle camps.

According to the link you gave, he has a much lower play rate than he did previously. He used to hover at 4-6% play rate, now he's at 2.45% play rate, just about half his previous play rate.

That 54% you saw could just be his win rate being skewed or spiking higher because there are now less people playing him. That would actually explain why the link you gave says that a champion with a "54%" win rate has BOTH his most frequent build and his highest win rate build at 45-47% win rate.
