A reset on the fadeaway portion, not on the stealth. So if he stealths in and kills someone, he can activate his stealth again immediately, but it'll still take 1.5/4.5 seconds for him to stealth again.

What's the difference between Twitch and Rengar? The 1 thing that matters: gold income and position.

Rengar is usually a position 3/4 (top/jungle) who gets way less gold than a position 1 (ADC). Meanwhile Twitch usually is exclusively played as an ADC. Trading a top or jungle for the enemy ADC is worth because you traded a low income position champ for a high income position champ. Trading your ADC for the enemy ADC is not worth.
