When is Kai'Sa getting nerfed?

Kai'sa is impossible to set behind in a game. No matter how many times she dies, as long as she can land a w and right click, her R will keep her alive, her Q will chunk half of your health bar, and her E will give her a permanent attack speed steroid if she keeps autoing. Her passive %missing health damage makes her impossible to duel, since she just ults to you and blasts you for your entire health bar. With other high risk carries, you can set them behind. Killing Draven makes him useless, since he needs items. Killing Vayne sets her very far behind, since she can't get enough items to auto often for her W proc. Kai'sa gets bonus damage from a short Q cooldown and attack speed from her E. Nothing offsets her scaling as long as she can last hit minions. She is too oppressive of a character, and her power spikes are brokenly overpowered.
