Two Tank Items
The problem today is that mobility and CC are so overwhelmingly prevalent to the point that tanks are no longer properly viable.
Perhaps the solution would be a couple new tank items along the lines of the following...
Volt's Buckler 400 + Ruby Crystal (400) + Cloth Armor (300) + Null Magic Mantle (500) = 1600 +30 Armor +30 MR +200 Health UNIQUE PASSIVE - Tenacity: -25% duration on CC
Volt's Tower Shield 600 + Giant's Belt (1000) + Volt's Buckler (1600) = 3200 +35 Armor +40 MR +600 Health UNIQUE PASSIVE - Tenacity: -45% duration on CC UNIQUE AURA - Phalanx: nearby allied units take 5% less damage. This unit is dealt half of all damage reduced on allies (If Veigar W's an ally for 1000 damage, they take 950 and you take 25).
I feel like these items might allow for more tank viability as it allows tenacity from a different source, ultimately allowing for an item that gives the most tenacity in the game while also giving tanks an aura that protects nearby allies. Because of its high cost, no other role would want to buy such an item. Naturally it would be compared to locket, but Locket would be more support focused than this item as Tower Shield actually makes you take damage for your allies, thus relying on your resistances, not theirs as Locket does.
The goal here was a broad-spectrum defense item, a one-item tank-maker. There's more specific things that you can always buy against assorted teams, so it's not like you'd have to get this item every game, but it would be a solid foundation upon which a player could flesh out a build. Sure, it lacks things like regen and CDR that a lot of players will want, but there are other items for that. This is just generic tankiness.
Thoughts?

should either lose the Tenacity or AP in favor of HP. This would allow it to co-exist better with the new Juggernaut upgrade for tank junglers. If they opted for the latter (lose the AP), it wouldn't introduce an all-in-one item for mages on SR. Just a thought.
and
for a total of 50% or so? The biggest thing I see coming out of this would be easier tower dives, but with the much stronger turrets, I don't think that it'd be as big of a problem.
