Udyr's Movement speed too abusable.

Well I was going try to have a video montage of just how abuse-able this really is, but replays are down :(

So I just watch an entire game where a fellow went Udyr top. Nothing out of the extraordinary until I starting noticing this; he can literally out live and outrun everything. Even a Skarner, who was originally supposed to be the stickiest champion in the game, could not keep up with him. Udyr's ability to proc his speed boost every 2 seconds make him a toxic champion to this game. Many movement skills in this game either have a charge up or a long cooldown. Poppy's W. Hecarim's E. Or some champions its at trade off between movement or cc. Lulu's W. But when a champion gets to boost his speed every 2 seconds this isn't balance. Just because he has no dash doesn't mean he should be able to move from 1 end to the map freely without cost. What I saw can only be described as something out of Benny Hill. Literally just running away at 550 or better and getting away with shields and minimum health. Something needs to be done about that. Even if its 4s.
