What if Sorakas heal was less effective based on the number of times the ally has been healed by her

Shes not exactly out of line right now but i was still thinking of how to make Soraka feel better to play against. Heres what i came up with:

Mana Cost: 55 at all ranks from 50 / 55 / 60 / 65 / 70 Cooldown: 3 / 2.75 / 2.5 / 2.25 / 2 from 4 / 3.5 / 3 / 2.5 / 2 New Effect: Astral Infusion is 10%(?) less effective on allies who have been healed by Astral Infusion in the last 30 Seconds. ( Healing from Wish remains untouched) (10% debuff stacks and resets the duration)

Not sure if 10% is too much or too little since i cant actually play test this, but I'm thinking that maybe a change like this could make Soraka feel better to play against and make it so her team mates cant just take a ton of harass and be right back to full health.

Nami's heal starts out on a 10 second cooldown, same for Sona. So why would you effectively put a 30 second cooldown on a heal that also eats at the healers health?

Honestly I think Soraka is the weakest of the healing supports, the others being Nami and Sona. Her heals are either on a 3-minute cooldown or are single target. She can either heal or deal damage, never both. She has massive mana costs and a %HP cost, meaning that if the enemy has no cares about the Geneva Convention you have no chance of survival even if being tanky. Soraka is not fun to play as due to these factors, as well as your ADC not realizing that their healing isn't from them, rather it is from their support. They don't have that much sustain, and no, they can't go in without me, and they especially can't go deep. Soraka has no mobility sans her weak Q running. She can't go in with her support and can't support them if they rocket jump or buy boots before she does. Yes, Soraka is unhealthy, but not because of her heals.
