The only thing Rod has over the Hextech is a little more HP and cheaper price It ends up the same mana and same AP Hextech is better due to the active adding more damage and CC while not needing to wait for the AP

ROA has 100 AP (at max stacks).

GLP has 80.

They both offer the same amount of AP but Rod of ages provides more raw stats and can be built sooner. Whether you get one or the other comes down to whether you wanna wait out the time for the active, or you would rather complete your item now and get the raw stats over the course of the next few parts of the game.

Im pretty sure RoA gets 100 AP total and GLP gets 80.

Rod of Ages is better when you want to play a passive, stall game. Hextech is for the early power spike.

Are people reading the item descriptions? RoA gains 4 AP per stack to a maximum of 40 at ten stacks. A fully stacked RoA has 100 AP, not 80.

A Difference in 20 AP and 200 HP is not Trivial. But to answer OP's Question, it kinda depends. If you complete RoA before 10 minutes, it will fully stack before 20. And since it's cheaper, You can get a head start on other items, and have a much more powerful 2nd or 3rd item spike.

The only issue with that is, RoA basically has to be the first item you complete. you don't really want to start on any other item (except maybe tier) and if you fall behind, the RoA spike will come that much later. So taking GPL works if your Really don't want to rush RoA, but still want the eternity passive and the HP boost. (As well as it's active.)

Rod gives 200 more HP and 20 more AP and the same amount of mana for 300 gold less. Basically you are trading 200 hp and 20 AP for the active effect, if you are playing a champ that doesnt need the active effect, like say kassadin then you build the RoA or people can really use that little bit of CC like Aurelion Sol would get GLP-800. You dont build them both because they share the Unique - Eternity passive

Also anyone that build any of the other Hextech items does not want to build Hextech GLP-800 because they all share a CD on their active effect. So if im playing say a burst champion who builds Protobelt, you would not want to build GLP-800 on him because then you would have to chose between using the protobelt or the glp-800 active.

Another example of RoA > GLP-800 is if you are really long range for example ziggs, lux or xerath, who should be out of range of being able to utalize the glp active anyway, while champions that rely on being somewhat close and need to hit a skill shot to be good like say Zillean would want the GLP instead of the RoA

It's really just a balance between when do you want your power spike. ROA for a 2nd/3rd item power spike, Hextech for more immediate power. Personally I prefer Hextech, but it really depends on which champion I'm playing
