the fact that he depends alot on his teammates makes him weak if his team is not doing good too much ivern nerfs will result in completely forgetting the champion.
I'm going to be honest...the only thing I could see doing to him is toning back his dmg a bit (and he already has very little) removing his utility will destroy the champion, or maybe removing the ability for him to insta smite buffs until level 5, as this is where he generally takes off, as he can instantly steal a buff before the jungler is even finished their second camp
