if sandbox mode is too hard to make, enable URF customs permanently

i can understand why sandbox mode hasn't been made yet. i'm sure it will cost a ton of time, effort, and money.

however, the short term solution that would make a lot of people happy would be to enable URF customs.

there's not a lot you could practice in sandbox mode that you couldn't practice with 80% CDR in a custom. i mean, sure, it's not 100% CDR, and sometimes you don't want to have to go through a whole 20 minutes of farming just to get items, but it's definitely the best way to practice at the moment.

not saying sandbox mode should be scrapped entirely, but i can understand riot not wanting to commit to a big project when they already have so many on the go (champion mastery, new client, dynamic boost, hextech crafting, etc..) so this would really be a win-win. easier for riot, easier for us to learn.
