The Full Ryze Fix

Q - Either increase the Max Mana scaling to 2/3/4/5/6% OR increase the range to 1100

W - Actually this spell is fine, and honestly probably OP during passive

E - Spell Flux Bounce range increased to around 400 (or whatever amount it needs to bounce from Melee Minions to Caster ones)

and MOST IMPORTANTLY At the moment it seems like the spell dies early if it hits the original target again. This is insanely stupid, get rid of this and he will be decent.

R - Instantly produces 0/1/2 additional stacks of Arcane Mastery, Cooldown reduced to 10/15/20 OR 0/10/20%

Nerfing the CDR to make Frozen Heart more viable while helping him trigger his increased POWER in ... DESPERATE situations...
