Jhin's issue isnt Hail of blades OR stormrazor...

it't the Celerity rune giving him so much free AD when he gets his movement speed.. year Storm razor gives him another free crit and movement speed, and hail of blades gives him free movement speed by tranfering the AS to movement speed on his passive.. but its the free 40+ AD he gets from all that movement speed combined with his own natural 4th hit crit that makes him so bursty.. just becoming "the fast" doesn't really matter so much as his ability to use it to burst hard..

in fact alot of current issues with ADCs is their interactions with the celerity rune.. fleet footwork is almost always taken on crit marksmen because of it's natural synergy with Celerity and overall lane sustain. Stormrazor giving movement speed procs celerity. Predator procs it also. Jhin's entire kit synergizes with Celerity way too well. MF's W passive, Jinx's passive when she gets a kill, Kaisa's E.. Karma's shield, Janna's passive, Magical footwear, time warp tonic.. Heal, Ghost.. you get the point..

i personally think Celerity should have been the third keystone in sorcery instead of phase rush.. actually they could totally just swap those two around and change a few numbers.. have celerity's numbers increased alittle bit to better equal other keystones. and lower phase rush's numbers just a tad. then it wouldn't be able to be used with the other mentioned keystones, but would still be able to be taken by champs like Hecarim who already generate their own movement speed and just want the raw damage.
