Not sure if "on hit infinity edge" is really going to work out as hoped but rageblade has always been more of a hybrid item so the goals with this change is to make it into the "hybrid infinity edge". Making it get stacks from abilities in addition to the auto attacks would open it up to some champs beyond Jax and Kayle and the unique ability to increase base attack speed would make it a strong item when combined with some other attack speed items.

BotRK has everything it needs but not in the right places. Taking some of the power off the active and putting it in the passive and upping the AD will likely make it more favorable for a fair number of champs. The active is still useful but not as effective after this change.
