She doesn't need that kind of buff.
Giving her "that kind of buff" doesn't even give her access to THAT much power. To proc that one single time requires a full rotation of her 3 main spells and 5 auto attacks. This is nothing compared to what MANY champions in the game have loaded into their kits (including the new mini reworked Xin Zhao). Riven's a pretty simple champion who literally provides next to nothing to her team outside of damage, and unless fed, she doesn't even do that well. The only thing Riven has going for her, is that she can outplay champions using her shield + mobility, but as more and more champions are added and reworked this is quickly becoming a non-factor.
Riven's a skirmisher who literally can no longer "skirmish" against at least 50-60% of Top lane champions after all of the reworks, updates, and champion introductions to date. She's nearly completely reliant on the enemy making mistakes, or ganks from her team's Jungler.
Riven has a 48% win rate in Bronze, going up to a 50% win rate in Diamond Tier and higher. You can call that balanced if you'd like, you can call it whatever you want, but those are actually fairly poor numbers and Riven seriously needs attention right now.
Hating Riven isn't an excuse to say she doesn't need buffs. I play Riven, and A LOT of people play Riven.. and the champion we play deserves just as much attention from Riot's balance team as anyone else's main champion(s).
