why would you ever not buy boots? if you run movespeed quints, you would want to buy boots to maximize your speed advantage because boots give BASE movespeed so quints increase the boot-speed too. i mean, you dont have to buy boots first but just having them as early as possible is a huge advantage.

Well, Rengar players tend to forego boots for the sake of that "OMFG I DIED IN UNDER ONE SECOND" nuke burst. Some champions CAN get by perfectly fine without boots, but they do tend to be core for the majority of champs.

yeah maybe at full build you can sell your boots and get another item lol but nobody would want to not get boots. speed is the best thing in league of legends. ive never seen a rengar play without boots, its like his core item.

the only champion who i sometimes saw without boots is riven with 40%-cdr build because she basically has infinite jumps.

Not in high Elo. I have seen multiple player run CDR boots before even finishing their jungle item.

They also get a ms boost from ulti and yomus, which is the only time a rengar player really matters anyway.

Boots counts as Base Movement Speed

The bonus given by these items or champion abilities are flat increases to the champion's base movement speed. These flat bonuses will increase the effectiveness of percentage bonuses.

Purchasing boots from the store grants a champion a flat increase in movement speed.

you get at most around 4% bonus MS which is NOT enough to skip boots.

You used to ve able to get 1.5% movespeed from the utility tree which was equivalent to a movespeed quint so you could get 6% total movespeed from runes and masteries. There was also Zephyr. But not anymore. Movespeed quints are in a much worse spot than they were before preseason.
