Riot could make it so you never end up with 96-99 LP in the first place, rounding you down to 95 LP or up to 100 LP.

The "people will just ask for more" excuse only fits if people perceive a problem with the system. It was used to argue that we should stick with 3 bans instead of getting 5 bans per team, yet now that we have 5 bans per team people aren't clambering for 10 bans per team. 5 LP away from Promos seems like a decent cut off point where people wouldn't complain as much about it.

If you were worried about people complaining, then you could make the system look like it's really working in their favor with an animation that say "Oh, you got 98 LP (even if it was 96 LP in reality), but we're going to bump you up to 100 because we're nice".
