Every Champion in low elo that needs there number reworked

So I was just thinking why the fuck not give my thoughts on which champions i think need number reworked because the game is so unbalanced why not give my shitty ideas (run on sentence).

I will rate them low (low number changes), moderate (decent number changes) and Big (big number changes) What I mean by number changes is very loose it could mean more damage, less damage, lower cd,more cd. could mean a lot. This is coming from a very low elo player so uh yeah im probably wrong but its what i think. If you want me to explain a champ just ask me below.
