WIll veigars ult ever get changed from the broken shit it is now?

So ive been going up against a few viegars lately and past around the 35 -45 min mark his ult does 90% of a persons hp. like thats one of the stupidest things ever. He doesn't need to be fed as long as its a late game he can literally one shot people with just his r. Its like his r is an execution if you've taken 1 hp of damage. I don't really get it.
