Recent patch notes and PBE changes

Just wanted to say that a lot of the changes that have been going through recently have been very smart and well done. A lot of things that many players are agreeing on (cough, redemption nerfs, cough) are getting done. Riot may be slow to move on things sometimes, but it takes time to determine what an appropriate change would be that wouldn't just be a knee jerk reaction band aid fix that wouldn't solve the problems. I'm glad to see that Riot is listening to the community and giving it what it wants even if it does take a little while.
