I dont see why it has to reduce shielding, so many champs rely on self shields. Riot are suddenly adding shield counters. If riot add too many counters to shields any compensation they give to champs with self shields will make them oppressive to others without counters. Not that this is immediate but if they put shield counters on every new champ...
