Regarding Champion Mastery in Ranked Vs. Normals

Are there 2 separate leagues for this?

Normals is obviously way easier than ranked. So grinding in normals would place you far above anyone else who plays your champion in ranked games.

I thought this system was here to say " hey this guy who chose vayne is a very good player".

But instead its, " hey this guy who chose vayne played her multiple times against bronze 5 players in normals"

Wrong, you will be placed against players of similar skill whether you are in ranked or not, because of a system called MMR (matchmaking rating).
