Ryze's problems are simple. And the solutions too.

He's a champ balanced around skillshots. He either shouldn't have a point and click snare by this logic, or, using his snare, which makes him consistent, should not have so much power. Why does EWQ deal as much as damage as EEQ? EEQ is slower, and has more counterplay. It doesn't make sense why EWQ deals the same damage as EEQ. The solution is obvious, his snare shouldn't be point and click OR his EWQ shouldn't deal as much as damage because it is consistent.

His ultimate makes little to no sense with his kit. It's there pretty much for fuck's sake and..... proplay coordination? It doesn't synergize with his kit at all. It should be scrapped and changed. Change this ult into something that will make it good/decent in SoloQ and Proplay and the gap between the two ryzes will be lowered. Powershift basic kit into ultimate and we're fixed.

TLDR: Snare shouldn't be targeted or EWQ should deal less damage because it is more consistent. Ult needs to be scrapped into something that fits his kit, so we can powershift his basic kit into his ult.

I like his ult, but I hate that it was put on his kit. It should be like a support ult. I still can't even imagine how that design process must have gone.

So pre Ryze's rework, his Q was targeted. He wasn't meant as a skillshot-balanced mage. He was meant as a point-and-click mage. He wasn't OP either, he became OP because of mobility creep and how strong and point-and-click champion is in what this game has evolved in to.

So they made Q a skillshot, moved his ultimate to his passive (which was dumb) and gave him a huge mobility ult (which was dumber). The mobility made him crazy OP - regardless of how strong Ryze was (insane sustain damage, burst damage combo, CC, and being tanky) it could still be beaten since he was so immobile. He couldn't catch you to apply that damage, you could catch him and kill him 2+ v 1. His ultimate sort of wrecked that. Well, that and Stormraiders.

Even immediately after his rework though, Ryze wasn't OP. He had huge potential and was strong, don't get me wrong - but (and I could be entirely wrong because I'm not playing at master elo so perhaps the players using him just messed up the combo and that's why it stopped) he can't just chug out his combo relentlessly until you're dead, it actually ends at some point. And if you survive to that point, his damage is gone. I mained ADC at the time - I'd die to Ryze 1v1 once in a huge burst spat and think holy shit that's broken. Next time I had a hexdrinker and I survived his burst spat with like 5% health and he was still at like 70%, then I proceeded to auto attack him to death while healing faster than he could reapply any further damage.

For someone so tanky, and now with access to mobility (and taking Flash + Ghost... since he doesn't need ignite I guess) is really his problem. His base damage should not have been sufficiently high to allow him to get kills without ignite, and if he didn't have ghost he would be easily kited / escaped from (once his combo ends). IDK, it's hard to be sure I have a clue what I'm talking about because I've probably never played against an actually good Ryze... I just think his weakness has disappeared. He was point and click, but I was never afraid of him (and mostly was excited to go against him) when he had no mobility.
