Frozen Heart price efficiency
This discussion is mainly to bring some attention to FH's gold efficiency and stat gain compared to other build paths.
Glacial Shroud (250mana, 10%CDR) with Sheen (200mana) builds Iceborn Gauntlet (500mana, 10%CDR) Glacial Shroud (250mana, 10%CDR) with Warden's Mail builds Frozen Heart (400mana, 20%CDR) then looking at other Sheen upgrades Sheen (200mana) with Aether Wisp builds into Lich Bane (250mana) Sheen (200mana) with Zeal and Phage builds into Tri Force (200mana)
What I'm getting at is that the amount of mana Frozen Heart has is inconsistent with other mana item build path. Certain stats can be reduced without breaking the item or taking away the incentive to buy it. Glacial Shroud is 128% gold efficient and Frozen Heart 140% without the passive. So I'm suggesting Glacial Shroud (200mana, 10%CDR) with Warden's Mail builds Frozen Heart (250mana, 10%CDR) which makes Glacial Shroud 118% gold efficient and Frozen Heart 115% gold efficient without the passive.
While FH doesn't seem glaringly OP or oppressive, it is a popular item right now on tank/bruisers (fizz, hecarim, irelia or junglers building cinderhulk+FH+warmog or fast-paced susaN QQing ) therefore making its gold efficiency consistent/reasonable is very much relevant to gameplay balance. A lot of time, certain champion's rise in strength has a lot to do with their itemization. With FH's current price efficiency, it becomes an item that's just so good that there's no reason not to get it, whether you need it or not. Due to it's low price, it gives a lot of power as a 1st/2nd item, similar to Morellonomicon's problem before the price adjustment.
