Let's talk about Quinn's ult
First off Quinn ult has the longest rank 1 cooldown of any ad carry's R, a whopping 140 seconds. other longer cd ults like MF, twitch, sivir are 120 seconds. Sivir ult while does no damage, gives a powerful movespeed aura on a cooldown 120/100/80. Quinn's ult while gives no aura, is a spell crucial for her dueling power. Perhaps ult cooldown is one thing that can be brought in-line with other marksmen?
Second of all, like many Quinn player may wish, is for Quinn to be able to cast Skystrike as long as she is able to cast Tag Team before death. take it as Quinn's last ditch effort to bring down her foe. Instead of saying Quinn gets a free spell cast before death perhaps it can be treated similar to Maokai's ult, in which it deals damage at the end of the duration/death. Maokai's ult drains mana per second but Quinn also expended 100 mana when activated Tag team. With Quinn ult's underwhelming damage, I really doubt this change will make it too OP.
Lastly, Quinn had some PBE changes that increase her autoattack range to 550 a while back. While sivir, lucian, graves also have shorter auto range, they all have at least one long range spell. So I really thought the attack range increase is what she needs, just solidify her as a medium range markman with no long range spells. All the new champs that are released in the past 2 seasons have had a surge in popularity in competitive play upon release. But Quinn never went through that and remain bugged and underwhelming to date. I personally only start to see the bugs mentioned in patch note after patching, in which E is often not marking the target. Older champions are getting reworked to be brought in-line with newer champions, but for a new champion to have this much issue it shows that Quinn's development wasn't well thought out.
