Why can Nunu Blood Boil Jarvan Flag?

I was playing Jarvan and when nunu came to gank he W himself, but the blood boil went on him and the flag. For those who don't know, when Nunu use Blood Boil on himself it will target the nearest allies unit prioritizing champions.

But for What reason does JArvan Flag has a higher priority than J4?

If that's the case, sounds like a bug. Better report that one to Riot. I wouldn't expect that to be intended behavior for that ability.
