Could yuumi's passive lower her e cooldown?

As a way to increase her interactivity in lane while still enabling her to be a sustain healer? It would probably need some rebalancing (longer cd, shorter overall if proccing passive) but would mean that healbot yuumi has some incentive to make trading decisions and accept risks.
