No, Xin Zhao's more of a Diver/Skirmisher than a Juggernaut - although he does get fairly tanky most of the time, he has a lot more sustain and attack speed (like Skirmishers), and he has a strong engage and durability (like Divers). Juggernauts generally lack attack speed and mobility/engage tools, but are really hard to take down, and hit very, /very/ hard.

He's a diver / skirmisher.

Olaf and trundle run and deal damage while tanking hits, however they can't dive directly onto carries or get out once they get in.

Xin is a diver because he can go directly onto the carries, single them out with ult, and potentially kill them while being tanky enough to take hits, and do enough damage to duel anybody. The skirmisher part comes in his stat checky auto based kit which makes him either win the 1v1 based on whether or not he's stronger, or lose it based on whether or not he's weaker.

supposedly a diver he has really good early game stats and damage numbers. hes somewhat juggernaughty tbh.

Nah, he's not nearly as tanky as a juggernaut should be. Maybe if they gave him a set amount of bonus health instead of conditional resistances on his ult, he'd be a juggernaut.
