Why doesn't flat MPen work like Lethality?

I know there are very few sources of flat MPen, but when an assassin rushes it or has a lot from runes, it lets them kill squishies disturbingly fast. It doesn't make sense to me why flat MPen doesn't function the same way Lethality does.

And on that note, why is flat MPen low in terms of availability? It can't just be because MR is on-average lower than AR.

why do we want anything to work the way Lethality does?

This is my understanding:

There are enough sources of Mpen. Boots, liandry's, void staff, runes and masteries is plenty.

Lethality scales with level because all champions have scaling armor.

Not all champions have scaling MR. So there's no need to scaling Mpen.

Well, the thing is that getting Sorc Shoes can be a huge powerspike in damage if you have strong base damage or deal %-health damage (i.e. Elise). Shouldn't flat MPen not work at full potency early on to prevent snowballing?

Well no, as while lethality/old arpen items generally also include some ad, sorc shoes only provide the 15 mpen, so it isn't as big a powerspike since it doesn't provide ap as well for similar costs.

I'd venture a guess that it's because there are endless sources of Lethality and armor reduction but only two sources of flat MPen and a single source of percentage based MR reduction.

the true answer is that there is more AP than AD and less MR than Armor and this Flat Mpen is both fine being in limited quantity since it is bolstered by the absurd levels of AP in the game, as well as there being less need for MR to reduce since there is less of it. its the same reason why MR reduction is more consistent and efficient than Armor reduction.

it is meant to be.

Otherwise, the two stats would be redundant if they were so homogenized. They need to have advantages and disadvantages over one another to make them both relevant.

It can't just be because MR is on-average lower than AR.

What, would that make too much sense?

Yes. Yes it would. Which is why there should be more sources of flat MPen, but it should also be altered to work like Lethality (i.e. only reaches full effectiveness later in the game).

Mages would be broken and Leblanc specifically would be incredibly busted, even more so than she is currently... remember that mages are supposed to fall off during late game, sort of

mages are supposed to fall off during late game

Veigar Cassiopeia Syndra would beg to differ

Sad to inform you that Syndra does fall off, as for the other two, yeah, but as you can see, they are more of an exception than a rule.
