Maybe against all tanks, but you should have no trouble shredding them normally.

It's a double hit passive and a little bit of AD and AS for the price of an IE. More burst damage is better than dps anyways.

If you can get it stacked in a timely manner

Kinda silly, and somewhat fun once you get rolling with it, but not really cost effective since the AP is entirely wasted, and theres a down period when you're getting the blasting rod and combine gold. Plus you aren't necessarily going to be stacked when you want to be, so while the fully stacked form offers a lot of neat things, it's kinda meh until then.

Really probably better off getting another zeal item/AD/LS directly for the smoother build paths and 'always on' stats.
