Drop the surrender timer to 10 minutes.
Lost the game before surrendering was even an option because of Thunderlords Ashe who insisted on trying to fight the 3/0 Lucian over and over, and an Akali top with 14 cs and heal who went 0/10, also insisted on trying to fight 3v1 over and over too. Don't give me the "you could've roamed" bullshit, I did, and I died in the process because before I was even able to do anything, the enemy lanes were far too ahead while my teammates were 5 levels behind.
