I just want to point out that Zac has a LITERAL 100% ban rate in EUW Master Tier right now.

They need to lower his damage vs champions if hes going to keep all that cc
ban rates are inflated due to 10 bans system. Yasuo had a 150% ban rate for a bit. So having a 100% ban rate doesnt actually mean he is banned in 100% of games due to the ability to have a 200% banrate in 1 game. So theoretically you could have zac only banned in 1/2 of games but he is double banned in that 1/2 of games.
Is Zac really that strong or is it that the rest of the junglers are kind of lousy right now? They finally hit Graves. Sejuani and Maokai don't really feel like they are cutting it. Amumu, Volibear, Hecarim, Vi, Shyvana, Udyr and Rammus, Kindred, and Reksai are all struggling a bit. Ivern has gotten quite a few nerfs. I agree Zac is too strong but in general it is a weak time to be a jungler for most champs.

Theres probably a few zac mains on the balance team, as its not possible for them to overbuff him so horribly and then just lovetap him couple of times and think hes "fine" now.

Thanks to 10 bans, Zac isn't going to stop being banned unless he gets gutted. The change to 10 bans has massively increased ban inertia and since there aren't 10 ban worthy champs atm, people are just gonna keep banning Zac.
its not actually 100% a maximum ban rate with the current system is 200%(banned by both teams) his actual ban rate would be the chance of at least one team banning him which would be 50% + 50%(50%) = 75%
Where are your stats coming from? Some sites list them as double bans since 10 bans, League of Graphs does a better job correlating bans as a single, Zac currently listed at a 78.3% ban rate (Across all reigions)
They should probably revert the HP Ratio to his Q, slightly nerf his W damage, and then add maybe like a small slow on his W. Maybe also slightly increase the cool down/decrease the damage of his E.
