This is possibly the most ridiculous "check"/punishment in any multiplayer game.

shark music4 votesIkr. Riot talks a such big game about trying to discourage toxic behavior, and then they install a lobby system that acts like an eleventh player, and is an incredibly spoiled brat.
"I only asked ten people to prove they weren't AFK a total of twenty-six times before allowing them to play. If they can't meet my trivial demands in a timely fashion, I'll just burn the whole f***ing lobby down and send them all back to queue, where they can wait forty minutes to eventually get their secondary role."
The only explanation for dynamic queue, at this point, is simply that Riot hates us.
