The point is not the dmg (which is not that bad actually) but the utility which comes from her staying near your carry and peeling for him with the E combo, her move speed buff and ult.

I have 1500+ games with this champ and I also renamed myself. At this time it is best to go dps with rylai, bruiser build was good with old iceborn and solari. If W had max hp ratio or something like that I would consider going this build, but these days it is best to go dps with rylai. 
is pretty strong these days but I am a bit disappointed, this item shoud have been direct buff for her, but as you can see there are champions who profit even more from it (Jax, Xin, Yi, Kog), I suggest riot to increase passive's AP ratio and remove base damage.
You don't really need to be too tanky to use your w, ulti and rylai's on your AD, especially since your support (should) already be trying to keep them alive as well. Rylai's and maybe one other tank item should be more than enough. I would agree with Mad Kayle and say that Guinsoo's is so strong now on her you can't pass it up without hurting your team.
