Rylai's requires a lot of basic Tier 1 items to construct. The build path for legendary items such as Liandry's are much smoother - Haunting Guise can easily be used in the early game and supplemented with a great upgrade later on. Rylai's could upgrade from an Aether Wisp, Ruby Crystal and Blasting Wand for example. You can supplement the completed item with the 5% MS boost if you want or just scratch it altogether.
Dicerson2 votesI agree with the fact that Rylai's has a rather odd build path to it, however using any existing items a a Tier 2 to build from would not function well, as the trend with those items is them containing some lesser effect or component of the item it builds out of, rylai's has no such item as its effects are rather simple.
I think they would have to make a new Tier 2 to make rylais' build path better.
