Blue Essense Idea: once a month 50% BE cost on next champion

The idea is that once or twice per month next champion you purchase will cost 50% less Blue Essence

Or lets say every time you level up you get 50% off of the next champion you purchase via Blue Essence

So the idea was that we get less BE in order not to have massive amount of it as old players. But now the problems comes that it will be very hard for new players to get specific champion they like. So I think if each month every player gets 50% off BE for next champion purchase it would solve some of the champion pool problems allowing easier to get champions they want

Can anyone imagine with the current BE system to purchase a champion that costs 6300 BE?
