No. They don't. They do not need to make an ugly champion nobody plays because aesthetically they're horrid just to satisfy a group saying that Riot shouldn't make attractive females.

We have females who are not "sex bomb". Regardless of what you think, champions like Quinn Riven Kayle are not overtly sexualized, despite what the fan base might do. Before you start, by the by, "Skins" should not count toward any sort of sexualization. It's not the actual character. If anything it's a parody of making a champion wear a ridiculously sexy outfit for a massive contrast.

There are a whole race with absolutely zero sexualization when it comes to how they look and even ones you may argue as sexual are mostly products of the fan base more than they are of the actual game. Hello Orianna, Shyvana, Sejuani.

But the most damning thing that could be said is that there isn't actually a market for an "ugly female". People don't actually want to play this ugly woman or see her on the same stage, they just want a token they can wave around and go "See! Look! Ugly female!". Personally, I think that's worse than having no ugly female at all. At the end of the day that's -all- this female would be: A tally mark with no real significance other than a tool for people to get their way.
