Kalista Can Only be Countered at Champ Select

I believe that I have seen Riot say somewhere before that they don't want for games to be able to be decided at champ select, rather, they want players to be able to interact with other champions in game and have their strategic choices and interactions dictate the outcome of the game.

With Kalista, I don't see how this ideal isn't broken. The vast majority of the champions in the game have zero chance of meaningfully interacting with Kalista once she reaches a certain build.

First off, any melee champion is going to have a hard time getting in range, much less sticking. The only champions who have a chance are champions with an insane speed boost (e.g. Yi) or champions with multiple gap closers (e.g. Akali / Fiora).

You would think that the key would be CC, but there is a major problem with that. If your CC is short ranged, or is a skill shot, you are going to have a really hard time landing it. Effectively, the only CC that works is ranged point and click CC. I'm pretty sure Riot hates these abilities and wants to take them out of the game.

Obviously, Kalista's win rate has been very low since she was released. Early game she is underwhelming at times, and it is hard to utilize her ult to full effect with a random team mate in solo queue. Further, champions that can lock her down can completely neuter her. However, teams without a champion with the ability to consistently lock her down have very little ability to effectively play against her if she gets even slightly ahead. This is why I think she is unhealthy. Unfortunately, however, I don't actually think there is any solution. Her mobility is integral to her kit. There is no way to take it out without fundamentally changing her, and there is no way to prevent her from dumpstering melee and skill shot based champions as long as she has it. Maybe, at the least, it might make sense to make it so she can't also secure objectives better than junglers with smite.
