Like honestly, how many years does Elise need to sit at a 40% winrate for you to realize that the world won't implode if you buff her?

Just go ahead and nerf/buff these champions and that will be a good start. Please, just plug your ears and start yanking levers, people will freak out and say dumb shit, but just please. Balance the game and quit listening to your playerbase (except me):

Buff: -Leblanc -Kassadin -Syndra -Urgot -Mundo -Olaf -Ezreal -Lucian -Elise -Aatrox

Nerf: -Akali -Wukong -Heimerdinger -Annie -Nunu -Janna

That should be a good start; go. If you want to know the correct ways to balance these champions I can tell you that as well.

should ask for nerfs to brand, lux, talon, shyvana, sivir, ahri, amumu, morgana, malzahar, darius, trundle, shaco, nautilus, galio, diana

should ask for buffs to ekko, xin zhao, jax, gragas, yasuo, gnar, zac

if you want to be consistent with buffing and nerfing by win rates

Elise - pick or ban last season so "years" is a stretch. LeBlanc - Still pick or ban this season in most elo's... the rest of that list I don't disagree with some balance changes.

Nerf list... I have nothing nice to say, so I'll hush.

They do balance it. Every 2 weeks they balance it. You may disagree with the balance decisions or their results, but they're balancing it.
