It's not like he already does just about everything a support could ever want. Why shouldn't he have a CD refund on hitting his Q?
Edit: Yay, people who think Thresh isn't OP downvoting! Then how about this? Give Blitz a CD refresh on Q if the target dies within a brief window. Great way to modernize him.
I'd love to see the reasoning people have for him keeping it.

No not really, but the thing is that when Thresh throws his Death Sentence, his entire threat to anything not named Sona is completely gone for 18 seconds. It's rewarding good plays while punishing misplays, and rewards counterplay for people who can dodge the hook getting a longer window where Thresh is dead weight in lane.
