The Heal Summoner Spell - Why can we debuff our allies?

So I'm always confused as to why casting heal will give a healing debuff to not only the caster by nearby allies. Allies who just happened to be neaby and are champions who rely on their own sustain are now much weaker due to a wreckless allied usage of heal. I'm wondering why the healing debuff isn't only on the champion who casts heal.
