First of all, he's nothing like a bard.
Second of all, his E and R are weird in that they help both allies and enemies. A poorly played or troll bard could easily screw his own team more than other champs.
Third of all, is he meant to be a support jungler? His Q and E are screaming jungler. I'm not sure how that's going to work.

I'm remaining optimistic, but what scares me most are his tunnels, and how enemies can walk through him after he created them without him having the power to close them again. It's a very high risk, creating a tunnel for X seconds that everyone can use.
Lumus Avatar1 votesIt is just a one-way tunnel and is seems to have infinite length connecting the two ends of a contiguous wall. so imagine entering a fight in mid-lane from the lane entrance to Raptors - long travel so your engage is unseen. Tether the enemy to his minion stunning them and then putting them in stasis so your laner can reposition between the champ and his turret. yikes. coordination win.
Lumus Avatar1 votesHe's a roaming support. He isn't really made to stay in lane - he's made to enter and leave lane as the game develops. When he leaves lane, he isn't killing jungle mobs. He's collecting Chimes for his passive so that when he comes back into lane, he can burst the enemy with an empowered auto-attack and bind the enemy for his ADC. Then they can both escape together with magical journey while the enemy is in stasis. The portal closes before the enemy can reach it.

ModKnightsKemplar1 votesHe's supposed to be roaming support, if you read their background on how they came up with him. As I said already to a friend, I expect him to moonlight a bit as a jungler at first. If he works there, it'll probably get nerfed.
And yeah, his abilities are interesting. That's two champs in a row who have ultis that get cast on allies and can potentially screw them over. But... as I have also said elsewhere, it's no different than having a bad adc on your team who runs in 1v5 alone. Both could lose you the game. At least a bad bard will save you from damage for a few seconds.
