That's not technically true.

The limits for both Keys and Chests is the same, there is no disparity in the maximum amount you can get. And plenty of people (myself included, but others posted in this thread) have spare Chests but no Key anymore.

There IS a disparity in the acquisition rate, though. You can technically get a Chest in a single game (but it's harder to do), while you need to do something like 80 or 90 games per month to hit the maximum amount of Keys (but you just need to play).

I'll rephrase:

Overall, I agree with your underlying point, and I agree that we probably never convert Keys into BE, but you seemed to have the technical details wrong, and I wanted to point that out.

Unless I misunderstood you, you seem to imply that Riot is purposefully giving more of one kind between Chest and Key, as a commercial incentive for people to buy the other. That's not really true, as the maximum amount you can get is the same for both. A good evidence of that is that you can find people who have any kind in excess. Some have more Chests, some have more Keys.

However, there is indeed a commercial incentive, but it's in the fact that the methods for acquiring Chests and Keys are very different from each other. So some people prefer one method, some prefer the other, and most people will have one kind in excess, but it's not always the same.

It's a soft incentive, because it's true for most people, but it's not hard-coded that you get more of one kind, theoretically you can get the exact same number of each.

Maybe I'm lucky (I've only been back to playing league for a month or so) but my chest and key rates are almost matching up perfectly. When I start to accumulate keys, my next chest seems to spawn another chest, and then another, until my keys are gone.

On the flip side, my Champion Capsules have been worth practically nothing. Oh Annie again...AND 90 BE? WOW!

If you hit the limits for both Keys and Chests, you get the same amount, but it's far less time consuming to get Chests than to get Keys. I don't understand how people can get so many spare keys.

By not being a troll in game. I usually get a key every day or so just for being a somewhat personable guy in-game.

I'm Honor 4 already this season, I was Honor 5 last season, and I get Keys regularly, but I just get even more Chests...

As I said in another sub-thread, you just need one good games to get a Chest, so hitting your one-Chest-per-week limit is rather easy, but you need to play a LOT of games to hit the maximum amount of Keys.
