You can build full tank on ekko and do around the most amount of damage and with his high base damage cc and utility and you can just get away and heal a bunch because you will have lots of hp and his ult will heal a bunch because it scales with max hp.

His base damages should be nerfed and his ap ratios should be buffed because ap ekko is not doing very good unless your fed and hes not meant to be played as a tank hes an assassin so rito pls listen and make your champion fit the intended role

Ekko's bases are remarkably average. Standard QWER does ~1000 damage @18, Ekko does ~1100 damage @18. Ekko's scalings are also better than average to encourage AP scaling. Standard QWER has 220% AP scaling, Ekko has 300% AP scaling: and Ekko also has AP scalings on all his utilities for AP to really be amazing on him.

Which leads me to believe Ekko's issues isn't high bases and low scaling per-say, though having 1 0-damage ability and placing most of his QWE damage in Q does put Ekko in a bit of a Zilean/Kha'Zix power-spike where he ramps up pretty hard at level 9 through bases.

issue with Ekko is a lot deeper than his bases and scalings though. Biggest one ATM is itemization for actually making good scaling matter. Tank, Mage, and Marksman itemization has always had solid options, and Fighter itemization just got introduced and it's pretty strong. But mage itemization is pretty weak on mages currently despite existing, were assassin itemization largely does not exist. You only have 2 assassin items in the game: item 3100 item 3147, and those items just don't have any solid fallow-up for a good 3-part core with a lot of internal synergy like mage itemization does, as weak as that is currently. As such: Ekko is left with 1 dedicated assassin item and has the choice between rounding out hit kit with wimpy AP items or really solid tanky items.

Why would you take a squishy AP build when a tanky AP build gives just as much statistical and practical damage values as a paper AP build?
