Bloodletter's Veil needs to be available in summoner's rift but disabled on Katarina

item 4010 This item share the same pen as item 3165 meaning that you cannot stack penetration. It gives more choice for specific match up or AP bruiser who wants to defend themself by rewarding mage retaliating All in Assassins. But disable it on Katarina just like you disabled Guinsoo on Jhin.

It's suppose to be an AP Assassin item; not a poke mage item. If you used it to poke, the cooldown would be lost.
