On the PBE already:

Veigar:

• Baleful Strike (Q) damage reduced to 70/110/150/190/230 from 80/125/170/215/260

• Dark Matter (W) AP ratio reverted to 1 from .8

Probably not. His W was the last thing to get buffed. (a QoL buff that made it easier to land) Which really increased the Over all Damage, but not so much made the rest of his kit better.

Also keep in mind that his W being AoE, Probably does more total damage than any other part of his kit. (and .8 AP is pretty high for a standard ability.) But I would argue that his W is a bigger problem than his over all scaling. (which reverting his AP gain would hit his entire kit.)

Lastly, I would favor the QoL buffs. (even if the require power rebalancing) because it's not fun to play a champ who can't reliably land his skills.

It would bring back the issue of can he last hit champions for kills (which was absolutely no fun if you could never last hit them with an ability.)

As mentioned by Erock, the W change is what helped him a lot (And honestly, he was gradually becoming more strong over several patches of getting buffed.)
