Rammus, full mvmt spd runes and masteries, a Zilean, and a bunch of other mvmt speed champions. The mvmt speed tho.

add up a bunch of things, and you can have rammus go from blue side spawn to red in seconds.

I think there could be balance fixes/champion disabled for certain game modes. They did a lot of champion disables for URF. Not likely to happen though.

Hmmm YES thats the point! Haven't you seen how the maps of "Capture the Flag" work on WOW? It doesn't matter that someone is faster, thats what they are for, CC and tanks will also be important, the map will not be common and wont work on a common fashion.
