Make Garen’s E Apply Reduced On-Hit Effects

Garen could then build Frozen Mallet and Ravenous Hydra, embracing his identity as a Juggernaut that wants to wade into battle and stay there. Frozen Mallet would keep enemies slowed while Ravenous Hydra would sustain him through his damage. These effects would need to be reduced for his E, but having them at all would grant him the sticking power and all-in every Jugg needs.
